#1 is the T/signal, fix is to put an orange colored bulb in it. #2 is the side marker light. If a T/signal bulb burns out the flasher bulb on the dash will flash rapidly on the side with the burnt out bulb.

If your car can pass smog with flying colors ( like mine does ) you got nothing to worry about. Hell there's cars out there built till the hilt that pass smog check.
