LeBaron 89 Air Charge Temp Sensor Code 23

Hi,
my 89 LeBaron with intercooled turbo with 130 kW throws the fault code 23 and replacing it made no change to that. The wires to/from the ECU are ok, there's no open or short circuit. Reading the voltage at the connector with the engine running shows a quickly fluctuating voltage between 2 and 3 Volts (sensor unpugged, I don't have a breakout box). Shouldn't there be a steady voltage?
How can I find out if the new sensor maybe also is faulty or the control unit is damaged?
Can anyone tell me what voltage should be present at the sensor connector with the engine on and the sensor not connected?
Does anybody know the principle of this temperature measuring in this ECU?
The 23 fault code is the only one active, there is no other.

I have had a problem for about 10 years with my coolant temp sensor. I have had it in to the dealers and even they were unable to find the problem. The last weekend I was trying to find the problem and had a friend sit in the car while I move the wires around the trouble light flashed a few times. I traced it down to the female termial the sockets were spread a part and not making connectionto the pins. i got a used plug changed it and now after 10 yrs, of trouble it now works fine.
