HORN STICKING (88 ARIES)

Well it seems that the foam pad behind the steering wheel cover is sticking. If you press the horn it will stay on untill you give the wheel a couple wacks, I took the foam pad off from behind the steering wheel cover and the horn works fine when you just tap the two horn wires together.I also replaced the relay and that is not the problem. Does any one have a clue where i could get a new one of these and the actualy name of this part.The dodge dealers dont sell them anymore.
