Code 26, Peak Injector Current Not Reached

I recently had car problems that resulted in being towed home. I fix the problem by replacing several parts:

1) Power controls Module
2) Logic module
3) alternators
4) coil
5) distributor pick-up
6) fuel injector
7) fuel pressure regulator
8) fuel filter
9) rotor
10) distributor cap
11) spark plugs
12) spark plug wires

The code 26 still showed up for a few days and then went away. However the code has come back but the car is running fine. I searched the web a bit more this morning and found this site that describes exactly what I'm experiencing. The link is more technical than I can understand and I was hoping someone here can explain it in a bit more simpler way as to what I need to do to make the fix describe in the link.

I tested the injector cap and found no resistance so the injector cap itself isn't shorting. I cleaned all the contacts to the power module, logic module and several wire harness connectors as well. So I believe it is a grounding issue but not certain.
