Speedometer cable squeeking?

For the past year I have had an annoying squeak in my '82 Lebanon convertible. It starts at 25-30mph and increases in frequency until about 40mph and then stays the same pitch until I slow down under 30mph and then it goes away. Thought it was a body squeak but it is tied so much to the speed of the car I think my speedometer or speedometer cable might be squeaking.

How do I lube the speedometer cable? How do I get it out? What kind of lube if I do get it out? If that doesn't solve the problem (I would drive it with the cable unhooked to make sure this is the problem area) any other ideas?
