Where is the relay or fuse/swith to exchange for this..Left blinker works fine.Right blinker lights up but dont blink.

Check for other bulbs that might be burned out. If a burned out bulb is in-line with the non-blinking bulb the burned out bulb could be the problem.
Check to see that you have no other bulbs burned out.

The left marker one was out so i replaced it..Right blinker still not blinking..

I'm not aware of any relays for the signals and couldn't find any with what material I have to look at. In any case it would control both sides.
Do more trouble shooting by switching the right side bulbs with the left side and see if the issue moves to the other side. It might be a bad bulb yet still lights up.
Just a suggestion.
