The Chrysler K-Car Club

Ok so I got the the turn signal wiring harness on and still didn't fix turn signal problem of them not blinking. Took it to local mechanic and he took bulbs out and put housing against a bolt and it lit up and blinked but then did it to driver side and it did nothing. So he said it's a wiring issue probably a ground. Anybody have input?
2nd thing is that when I reassemble the steering after the turn signal harness, I noticed a noise in the steering when wheel being turned. I'm 99% positive that it's the silver piece that resembles a saw blade. I'm not sure if it didn't seat right or what. But plz help
