2.6 engine side cover

Hello everyone,

After replacing the mechanical fuel pump (was leaking nicely) I had a chance to take the dodge out for about 100 miles and thinking be cause the fuel pump was leaking all over I thought the remaining fluid on the front of the engine was from gas /oil. I decided to replace the emission hoses due to age being very soft or cracking in areas. However as you look at the engine directly under the carburetor. I find a small cover on the engine it has a few small bolts holding it in place, the starter blocks this cover slightly I would say this cover is about a foot long give or take and maybe two inches high. What exactly is the cover for and is there a gasket or should there be some RTV around it. It looks as though oil is coming from under this cover. not a lot of oil but some. The area above this cover looks dry.
